The new round of talks is scheduled to commence on Thursday, but the parties have been deliberating over an internationally-supported proposal for over two months now. This proposal aims to end the 10-month-long war and secure the release of approximately 110 hostages still held in Gaza.

Despite ongoing indirect talks, little progress has been made, and key issues remain unresolved. New terms introduced have added complexity to the negotiations, with Hamas yet to confirm its participation in the upcoming discussions.

Amidst this backdrop, the conflict in Gaza persists, hostages remain in captivity, and concerns of a broader regional war involving Iran and Hezbollah loom large. The recent killing of Hamas’ top leader in Tehran by an Israeli attack has further clouded the future of the talks.

What Does the Cease-Fire Proposal Entail?

On May 31, U.S. President Joe Biden outlined what he described as an Israeli cease-fire roadmap, aimed at establishing a lasting truce and ensuring the release of hostages. This marked a significant U.S. effort to bring an end to the conflict, which began with Hamas’ attacks on southern Israel on October 7.

The original proposal comprised three phases. The initial phase, lasting six weeks, included a comprehensive cease-fire, Israeli forces’ withdrawal from densely populated Gaza areas, and the exchange of hostages. The subsequent phases involved a complete hostage release and Gaza’s reconstruction post-war.

What are the Sticking Points?

Despite Biden’s endorsement, the proposal has not led to a breakthrough. Israel has expressed reservations about the prolonged cease-fire during negotiations for the subsequent phases, fearing Hamas might exploit this period.

Conversely, Hamas has raised concerns about a potential resumption of hostilities once vulnerable hostages are released. The dialogues have stalled further due to added demands by both parties in recent weeks, complicating the negotiation process.

Challenges to Progress

Recent events, such as the killing of a top Hamas leader in Tehran and escalating tensions with Hezbollah, have disrupted the talks, diverting focus from cease-fire efforts. Netanyahu and Hamas’ leadership also have personal and political motives that could prolong the conflict.

As the negotiations enter a critical phase, uncertainties persist, and the road to a successful cease-fire remains fraught with obstacles.
