The Texas Water Development Board (TWDB) chairwoman, Brooke Paup, described the adoption of the state’s first comprehensive flood plan as a “monumental achievement.” This decision sets the stage for years of planning and preparation to address flooding issues across the state.

The newly adopted 300-page document incorporates the findings of 15 regional flood plans, with Bexar County being part of Region 12. The plan includes flood management recommendations and policy guidance aimed at mitigating flood risks.

According to a TWDB news release, the 15 regional groups have proposed approximately 4,600 solutions, totaling an estimated cost of over $54.5 billion. Governor Greg Abbott hailed the adoption as a significant milestone for Texas and emphasized the importance of being better prepared for severe flooding events.

The plan, released in May, highlights that one in six people in Texas lives or works in known flood-prone areas. The data also underscores the significant flood risk present in all 15 planning regions, considering factors such as population density, urban development, and rainfall patterns.

L’Oreal Stepney, a TWDB Board Member, noted that one of the plan’s key achievements is the comprehensive flood hazard information now available for the entire state. This information will be crucial in developing effective flood mitigation strategies.

Key Recommendations and Initiatives

Under the summaries by region page, each of the 15 regions presented key recommendations. Region 12, which includes Bexar County, emphasized floodplain management, land use practices, and the adoption of higher standards.

Despite the adoption of the plan, the San Antonio River Authority (SARA) stated that their operations would remain unchanged. The plan incorporates technical flood data developed by SARA and covers their jurisdiction across four counties.

The plan will be delivered to the Texas Legislature in 2024 as part of the requirements set by Senate Bill 8, which initiated the development of the state flood plan. The legislation aims to enhance flood control policies, improve response strategies, and promote water development efforts.

Legislative Recommendations in the Plan

  • Allocating funding for ongoing flood mitigation efforts through the TWDB.
  • Establishing a targeted technical assistance program for disadvantaged communities in floodplain management.
  • Expanding funding to enhance safety at low-water crossings.
  • Prioritizing the implementation of regional flood early warning systems.
  • Considering the development of a levee safety program and enhancing dam safety assessments.

The plan acknowledges that regions may support different recommendations based on their unique needs and priorities. Region 12 endorsed three of the legislative recommendations proposed in the plan.

With the adoption of the state’s first comprehensive flood plan, Texas is taking a proactive approach to managing flood risks and safeguarding communities. The plan’s implementation will be a collaborative effort between state agencies, regional authorities, and local stakeholders.
