The BolaWrap: A New Tool for Law Enforcement in Texas
Law enforcement agencies across Texas are adopting a new tool called BolaWrap to assist them in apprehending suspects. This innovative device uses compressed air to shoot a kevlar cord with two small hooks around the legs or arms of a person, immobilizing them.
“We often encounter people who are not complying, that are not necessarily resisting in a threatening manner, but they are not complying, and we are going to have to stop them,” said Seguin Police Department Chief Jason Brady.
Brady emphasized that the BolaWrap is not considered a use of force but rather a temporary restraint, especially useful in situations involving mental health crises.
Curious about how the device works, I allowed them to demonstrate it on me. In an instant, I was immobilized with minimal discomfort and no injuries.
“It’s going to provide maybe a couple of moments of disorientation where we’re able to get close and get hands-on,” Brady explained. “Because it’s not injecting any sort of electricity or anything like that, if the person is walking or running away, they’re able to use their hands if they go down.”
While the Seguin Police Department has only had the BolaWrap for 10 months and is still in the testing phase, Chief Brady expressed satisfaction with the results so far.
Other law enforcement agencies in Texas are also considering adopting the BolaWrap. Buda Police Department Chief Bo Kidd recently presented the device to the Texas House Committee on Homeland Security and Public Safety to explore its potential benefits.
While some departments, like the Bexar County Sheriff’s Office and the San Antonio Police Department, have not yet implemented the BolaWrap, 59 agencies in Texas have already incorporated this tool into their operations, with many located near or around San Antonio and Bexar County.
