SAN ANTONIO – A veteran Bexar County Sheriff’s Office investigator found himself in hot water earlier this year. An internal affairs investigation revealed that he had used the agency’s dispatch system to look up his ex-girlfriend’s new boyfriend and even attempted to contact the man. As a result, Investigator Joaquin Galvan was suspended for five days in late April, after initially facing a proposed suspension of 30 days.
The incident, which occurred in June 2023, led to Galvan’s ex-girlfriend reporting him to the San Antonio Police Department. BCSO’s deputy chief noted in Galvan’s suspension paperwork that he had brought discredit to himself and the agency. Galvan, a nine-year veteran of BCSO, faced the consequences of his actions.
Female corrections officer blocks BCSO corporal’s number after texts made her ‘extremely uncomfortable’
Another case within BCSO involved a corporal who was suspended for 15 days in May. An investigation revealed that he had sent inappropriate text messages to a female corrections officer in October. The officer felt extremely uncomfortable after receiving the messages and eventually blocked the corporal’s number.
Despite being blocked, Corporal Garland Moore attempted to contact the woman through WhatsApp, an instant messaging app. Moore, a 17-year veteran of BCSO, initially faced a proposed suspension of 30 days for his actions.
Deputies exchange romantic messages through BCSO email system
In yet another incident, a BCSO deputy was suspended for five days in late May after it was discovered that he and a female deputy had used the agency’s email system to exchange romantic messages during working hours. Deputy Michael Villasenor faced a proposed suspension of 15 days for his misconduct.
Interestingly, there is no record of the female deputy facing any suspension for their rules violation. This disparity in punishment raises questions about accountability within the department.
